These 15cm four conductor wire segments are for professional installation of color changing RGB LED strip lighting.  The ends are pre-stripped and tinned, ready to solder to the strips.  Cut and reconnect strips to perfectly fit contours and corners with the cleanest look and the most reliable connection possible, a solder joint.  They can also be used to terminate strips and connect to a controller.
